Yes, what is not said is often as important as what is and sometimes the eyes can say the opposite to the lips. A skilled scriptwriter can use this to great effect.
And you're right about dogs, they can pick up on the tiniest nuance of gesture and tone of voice and, certainly with our own dogs, we can understand what they want just by the way they stand or hold their eyebrows...
